El desarrollo en colombia: historia de una hegemonía discursiva

El presente texto hace parte de los hallazgos de la investigación ANÁLISIS EXPLORATORIO DEL CONCEPTO DE DESARROLLO CONTENIDO EN LOS PLANES NACIONALES DE DESARROLLO DE COLOMBIA. CONTINUIDADES Y FRACTURAS. PERÍODO 1950 – 2000 que busca, desde lo teórico y desde una línea exploratoria de análisis, la práctica histórica del concepto de desarrollo en Colombia contenida en sus Planes Nacionales o similares en la segunda mitad del siglo XX. La investigación arrojó tres hallazgos: la constante concepción del crecimiento económico como desarrollo; la presencia de fracturas y discontinuidades en el discurso del desarrollo debido a los enfoques imperantes del mismo y las prácticas discursivas hegemónicas externas del desarrollo en Colombia. Es este último hallazgo el que se presenta con el título: EL DESARROLLO EN COLOMBIA: HISTORIA DE UNA HEGEMONÍA DISCURSIVA. Materiales y métodos: Este trabajo de investigación es de tipo teórico y se aborda bajo los parámetros que plantea la investigación cualitativa1 en ciencias sociales, permitiendo el establecimiento de un método científico para abordar e interactuar con el objeto de investigación. Para abordar esta investigación se establece como ruta metodológica la que ofrece la investigación documental e histórica en el marco multiciclo de la investigación cualitativa. 2 En ella, la hermenéutica (remitida al método hermenéutico-histórico) fue el enfoque metodológico con el cual se acercó a la interpretación de los textos y contextos señalados, con el aporte teórico del análisis de contenido. Mediante matrices de análisis se infieren elementos comunes que desde la exploración se han llamado hallazgos y que posteriormente se documentan y se evidencian. Resultados y principales conclusiones: Desde el discurso de los planes nacionales de desarrollo se han creado efectos de verdad y realidad y en ello ha habido un control de la palabra que al fin y al cabo es quien propicia, en este caso, la hegemonía del discurso. The following text is a part of the finds of the research “EXPLORATORY ANALYSIS OF THE CONCEPT OF DEVELOPMENT INCLUDED IN THE COLOMBIAN DEVELOPMENT PLANS. CONTINUITIES AND FRACTURES. PERIOD 1950-2000”,which tries to establish, theoretically and from an exploratory analysis line, the historical practice of the concept of development in Colombia, according to the concept of development that appears in its National Development Plans and in similar documents during the second half of the XX Century. This research produced three finds: First, the constant conception of economical growth as the only idea of development. Second, evident fractures and discontinuities in the development speech, due to the imperant focuses about the topic and, third, the foreign speech practices in Colombia’s development. This latter find is the one presented with the title: COLOMBIAN DEVELOPMENT: HISTORY OF A HEGEMONICAL SPEECH. Materials and Methods: This research work is theoretical and is made under qualitative research parameters, allowing us to establish a scientific method to have an adequate approach to the research object and interact with it. The approach of this research is established by following the route offered by the documental and historical research method in the multicyclical framework of qualitative research. In this route, hermeneutics (attained to the hermeneuticalhistorical method) was the focus used to approach the interpretation of texts and the appropriate contexts, with the analysis of contents´ method. By the use of analysis matrixes, common elements are inferred and those, from the exploration we are making, have been called finds. They are duly documented and evidenced afterwards. Results and Main Conclusions: From the speeches used for the national development plans, effects of truth and reality have been created, and this fact has implied a control of the used words that, at the end of the day, is the one that produces the hegemonical speech in this case. This sort of speeches have been consolidated from the profesionalization of development and its raising to an institutional level
