Abstract

Tres son los aspectos fundamentales del proceso de apertura económica propuestos por el actual gobierno: -Buscar en la competencia reformar la rígida estructura monopólica de muchos sectores productivos nacionales; -Desmontar monopolios estatales mediante programas de privatización; -Comprometer inversión extranjera en la privatización. Los analistas del proceso, desde el punto de vista ecoñómico, consideran que es necesaria la adaptación del aparato productivo a las condiciones del mercado internacional y discuten que la apertura no ha pasado por un proceso previo de preparación. Es importante señalar que tal proceso no solamente puede ser considerado desde lo meramente económico sin incluir en su adaptación los aspectos tecnológicos y científicos, amén de los culturales, sociales y políticos.
