América Latina fue un campo de experimentación del neoliberalismo durante más de tres décadas, y parte de la agenda política promovida conjuntamente por el Banco Mundial, el Fondo Monetario Internacional y la Secretaría del Tesoro del gobierno de Estados Unidos, en lo que a partir de entonces recibió el nombre de "Consenso de Washington", paradigma adoptado tanto por gobiernos autoritarios o decididamente dictatoriales, como por los considerados democráticos, y acompañado de la consigna del fin del estado.. La metáfora del estado que "va" o "viene" inhibe los cambios en los objetivos y estilos de acción estatal responden siempre a cambios en las relaciones de poder entre actores sociales y a la eficacia de las fuerzas.
English abstract
Latin America was a testing ground of neoliberalism over three decades, and part of the political agenda promoted jointly by the World Bank, International Monetary Fund and the Treasury of the United States government, as thereafter was called "Washington Consensus", a paradigm adopted by governments strongly authoritarian or dictatorial also governments of democracy, and accompanied by the slogan of the end of the state. The metaphor of the state "going" or "come" can not allowed to see the changes in goals and styles of state action always respond to changes in power relations between social actors and the effectiveness of the political.
